📌📍On the occasion of this high-stakes election, France's Autorité de Régulation de la Communication Audiovisuelle et Numérique ("ARCOM") and the European Commission are publishing a number of recommendations in an attempt to curb systemic online risk.
It was an ideal opportunity for us to talk to you about misinformation on the networks (fake news) and to combine our tech functions with more civic issues.
The subject of this election is the election of deputies within the European Union.
It should be remembered that the European Union is not a legal entity but is made up of several institutions with precise and distinct decision-making roles.
📌The next election concerns the legislative body of the European Union, made up of members elected in the 27 member states of the European Union.
Among other things, the parliament exercises :
➡️contrôle democratic control over all the institution's institutions,
➡️votes European directives, and
➡️participe the European Union's budget...
🇪🇺 🇪🇺 After Germany 🇩🇪, France 🇫🇷 is the Member State with the largest number of seats in the European Parliament.
This number will be increased in the next election from 79 seats to 81 from June 2024, making the French election result all the more eagerly awaited.
📤📤 As regards voting procedures :
- European citizens need only go to the polling station in their place of residence with a valid ID or electoral card,
- However, two special cases should be highlighted,
- 🌐 The first is that of French citizens residing or having resided in a European Union country.
- They have the opportunity to take part in elections to choose their representatives from their host state by registering on complementary electoral rolls.
📌This registration takes precedence over registration on a French electoral roll.
It is not possible to vote in France at the same time as being on a foreign electoral roll.
⛔️ This practice is totally forbidden and punishable by a fine of 15,000 euros.
📣 However, it is possible to ask to be removed from the local list in order to be able to vote for French representatives.
- 🌐 The second is voting by proxy.
In fact, if a voter is absent or unable to vote, he or she can entrust another voter with the choice of voting in his or her place in the absent voter's polling station.
A proxy can be drawn up online via the Maprocuration teleservice, and collected from a police station, gendarmerie or magistrates' court.
A power of attorney made entirely online is also possible via France Identité, once you have certified your digital identity.
Finally, it's possible to fill in a form available from the police, gendarmerie or magistrates' court.
🔔 🔔 Finally, it's worth remembering that the registration deadline for a citizen in France is May 3, 2024 with the Mairie of domicile.
🔔 🔔 This date is also valid for French citizens voting from abroad, who must register on consular electoral lists with the embassy of their country of residence. Online registration is also possible until May 1.
📍 Given what is at stake in these European elections, the Autorité de régulation de la communication audiovisuelle et numérique ("ARCOM") is concerned about the spread of content promoting voter misinformation. ARCOM outlines a number of best practices that online platforms could implement.
⛔️⛔️⛔️La Disinformation is the deliberate manipulation of content to mislead the public in order to achieve strategic, political or economic objectives.
Its aim can be, in the case of the European elections, to influence electoral results, which is likely to weaken democracy and distort debates.
🌐 ARCOM thus proposes a series of measures aimed at online platforms, but not only, including:
✅ Setting up teams dedicated to combating disinformation by providing them with the necessary tools;
✅ Defining practical contact points and key interlocutors to ensure reinforced and regular communication with national authorities responsible for organizing elections, as well as with campaign teams...;
✅ Enable users to access information that identifies the provenance of information and its authenticity ;
✅ Enable users to access more contextual information to recognize the origin or authenticity of election-related content and accounts, with a particular focus on foreign media lacking the required guarantees of editorial independence from the state that oversees them.
So on June 9, 2024 vote !!!!
